Формульне фінансування вищої освіти в країнах ЄС

Досліджено розвиток формульного фінансування вищої освіти в країнах ЄС в напрямі поширення впровадження конкурентних механізмів у регулюванні розподілу державних коштів, виявлено причини поступової відмови від традиційних методів фінансування зазначеної сфери. З’ясовано, що існують суттєві відмінності щодо як частки основного державного фінансування, що розподіляється за формулою, зокрема через використання показників результативності, так і складових цих формул не лише загалом серед країн ЄС, а й у межах окремих країн. Встановлено, що формули, за якими відбувалося фінансування, зазвичай піддавалися істотним змінам із часу запровадження; їх перегляд тією чи меншою мірою здійснили всі країни ЄС. Узагальнено низку практичних рекомендацій стосовно використання формульного підходу у фінансуванні закладів вищої освіти.
