Hierarchical structurizing of limiting or stimulating factors of Ukraine’s informational sphere development


It is determined that in modern conditions there are urgent issues to balance public use of informational resources and at the same time to ensure informational sovereignty of the state under the influence of external factors. The necessity of informational security ensuring is primarily due to some threats to the information field that could negatively influence national interests and provoke informational asymmetry in national economy. State informational security is characterized, on the one hand, by the level of society protection and sustainability of the main areas of human activity (public administration, economics, science etc.) under insecure (destabilizing) informational influence and, on the other hand, by the ability to neutralize such negative influences. An important component of ensuring information sphere functioning is identification of key factors which constrain or stimulate its development. The synthesis of information on the priority of the aggregate effect of the factors identified by the paired comparison method enables the author to do the hierarchical ordering and build the corresponding model. It is found that functioning of the information field is primarily affected by the solvency of the population (a limiting factor) and the dynamics of changes in the information needs of the society (a stimulating factor). The obtained results are the basis for the improvement of state regulation in the information sphere of Ukraine.
