The development of mechanisms for procurement of social services in the context of decentralization in Ukraine

In the article the theoretical and methodological approaches and practical bases of the mechanism for procurement of social services in Ukraine are investigated. It is determined that financing of entities, that provide social services to children in difficult circumstances, is mainly provided on the basis of estimated mechanism of budget financing of institutions, but not through the purchase of state social services. Consequently, there is a need for new mechanisms for financing the social security system. The legislative framework of implementation of the mechanism for procurement of social services in general and the social order in particular is analyzed. It is studied the legislatively established algorithm of implementation of the social order by budget funding, and the methodological principles of the competition arrangement to attract budget funds for the social services provision are outlined. The contradictions of legal regulation of the social order in Ukraine are determined, as well as the advantages and challenges of attracting non-profit organizations to provide social services to children on the basis of social order. The directions of development of mechanisms for procurement of social services for children in difficult circumstances in Ukraine are substantiated. The principles of the procurement of social services with the use of the social voucher technology are disclosed and the foreign practice of its application is analyzed. It is found that implementation of proposed organizational and economic measures will contribute to accelerating the development of the system of social services for children in difficult circumstances, namely: formation of an effective system of financing and organization of social services provision at the national and regional levels; improvement of the efficiency of the use of intergovernmental transfers, which are carried out by local government authorities, delegated in the area of ??social services; creation of a functioning market of social services.
