Specificity of contemporary threats to economic and financial security of Ukraine

The article deals with the problems of economic security of the state under the influence of imbalances of the external and internal environment; in particular, the distortion of public finances leads to the loss of domestic and foreign liquidity, to the instability of the national monetary unit, and the decrease of incomes of the population and economic entities. Financial globalization, liberalization of foreign economic relations, the increased role of international financial centers give rise to a number of risks and threats for the sustainable development of national economies. Economic security is the basis for ensuring internal stability, high competitiveness and guaranteeing its national independence. The purpose of the article is to identify threats to the financial and economic security of Ukraine in conditions of increasing instability of the internal and external environment. The internal threats to the financial and economic security of Ukraine are highlighted, including a high level of consolidated budget deficit, state and state-guaranteed debt growth, technological backwardness in industry, an imperfect banking system, and an increase in the financial capital outflow. It is substantiated that enhancing the stability of the financial and economic system to threats requires a comprehensive solution of internal socially significant problems related to the improvement of public administration, the formation of favorable conditions for the development of entrepreneurship, overcoming the lack of trust between citizens and the government, and strengthening various forms of solidarity. The author justifies the need to continue the public administration reform that will promote an effective, transparent, open and flexible public administration with the latest information and communication technologies.
