Identification and evaluation of risks for educational services with higher education institutions


The introduction of risk management technologies in the activities of educational institutions is necessary in order to minimize identified negative impacts on the provision of quality educational services. The article deals with the current status of financing educational institutions. The key elements of the strategic goals of educational institutions are considered. The basic stages in the formation of the system of risk identification and evaluation in the field of higher education are substantiated. The article reveals the key features of the functioning of higher school in terms of risk management and the main differences from corporate risk management. The authors consider the methods of corporate risk management application in higher education institutions and the educational system as a whole, considering the specifics of services provided. The article identifies key current risks that are most relevant to the higher education system and analyzes ways to prevent them. The general condition of financing educational institutions in the context of risk assessment is considered. The main tendencies in the financing of higher educational institutions are revealed. The basic approaches for obtaining the accuracy of statistical data estimates in educational services provision are described. The authors identify groups of factors that need to be included in the risk assessment model in the context of the proper financial provision of educational services. In addition, the necessary steps have been taken with the introduction of effective control systems for educational institutions in terms of public risk management. It is noted that the outcome of risk identification should be a risk profile, which includes the level of influence, as well as the possibility or probability of occurrence of adverse events.
