Improvement of financing healthcare expenditures: foreign practice


The author examines tendencies and sources of financing public health expenditure in particular countries, current funding models and analyzes their advantages and disadvantages. Methods of financing have different effects on progressiveness, "horizontal" social justice, redistribution of resources, equitable access to services and population coverage, cost containment, the economy as a whole and the efficiency of funds allocation. Strategic goals and objectives of health financing policy are identified: strengthening financial risk protection, ensuring more equitable distribution of resources, appropriate use and delivery of health services to meet customer needs, increasing transparency and accountability to the people, improving the quality and effectiveness of service delivery, increasing management efficiency. The article studies the conditions to ensure a fair and transparent allocation of funding budget expenditures on health care. A thorough analysis is given to the possibilities of use of foreign practice-based recommendations in the present socio-economic conditions of Ukraine to optimize the organization and financing of health care expenditures. The author justifies proposals to improve financing mechanisms for health care spending in Ukraine in the context of the weakening of the role of private funding and a clear regulation of the financing sources.
