Strategic guidelines for transformation of the fiscal policy in Ukraine from the perspective of its multidimensionality


Introduction. The difficult socio-economic situation in Ukraine and external factors (the ongoing and particularly acute military confrontation with Russia in recent years, the COVID-19 pandemic) have revealed the need to transform the state’s fiscal policy to meet the challenges and realities of today based on the appropriate scientific evidence. Purpose. The purpose of this article is to substantiate the approach to disclosing the composition of the fiscal policy in terms of its dimensions, i.e., such confrontations between the desired state and available resources or conditions that require the development, approval and implementation of the certain measures or plans. Methods. The author based on the E. Gehring’s approach to the interpretation of the fiscal policy as an environment for the formation of social compromises, and, using the methods of comparative analysis and synthesis, as well as the tools of the abstract logical method, identified the main planes of its dimensions. Results. By undertaking the main confrontations within the framework of the fiscal policy, the author has identified its dimensions that arise in the plane of coordination of its individual elements, namely: between hierarchical levels of subordination; between elements of the same level of hierarchical subordination; in the functional plane; between different measures within the same plan. Based on the visible dimensions of the fiscal policy, the author assessed the retrospective data on its relationship with economic development and describes “The National Revenue Strategy until 2030” approved by the Cabinet of Ministers by the Resolution No.1218-p of December 27, 2023, as well as the level of solving the main problems of the policy within the framework of the mentioned strategy. Originality. The article contains the authors’ original concept of dimensions of the fiscal policy as confrontations between the target state and possibilities and conditions of its achievement, and confrontations-dimensions based on this policy are identified. Conclusion. The concept of dimensions of the fiscal policy has a methodological value for the development, discussion, approval and implementation of the government’s fiscal policy. In the author’s opinion, the main “points of origin” of confrontations-dimensions of the fiscal policy identified on its basis are of methodological importance for practical activities in this area. In particular, another example of ignoring long-term interests in favor of current needs, including the compromise signs in cooperation with allies was noted.
