POST-WAR RECOVERY OF UKRAINE'S ECONOMY

The Marshall’s “green” plan for Ukraine: the financial, economic and regulatory context


The article is devoted to the scientific study of strategies, tactics and challenges related to the financial, economic and regulatory architectonics of the Marshall’s “Green” Plan for Ukraine, that is, the needs of post-war recovery after unprovoked military aggression of the Russian Federation. The authors draw attention to the triad of “environmental – economic – social” aspects of “green” recovery, taking into account the problems that arise in connection with the consequences of military events. In particular, the article examines environmental changes that occur during a military conflict and identifies the need to restore natural resources and biodiversity. The importance of security aspects, the need to restore infrastructure and resource management systems are highlighted. The study also offers a conceptual framework and recommendations for effective “green” post-war reconstruction, promoting sustainable development and sound management of Natural Resources. The authors found that the conceptual foundations of the “green” post-war reconstruction of Ukraine are based on a systematic approach that takes into account global trends and commitments, priorities of “green” technologies, financial support and cooperation with international partners, adaptability of regulatory systems to the best European models. The article also offers financial, economic and regulatory recommendations for activating the “green” post-war recovery of Ukraine, in particular, through mechanisms to support the introduction of environmentally friendly technologies by agribusinesses and subjects of the natural resource sector, which will help reduce emissions and increase the level of energy efficiency; creating an appropriate investment climate that will encourage attracting financial resources for the “green” initiatives and large-scale infrastructure projects, including those aimed at forming alternative ways of supplying products to food markets; developing strategies for “green” tourism, which contributes not only to environmental, but also to socio-economic benefits by creating new jobs, unlocking tourism potential of the country, and gradually moving from traditional to non-agricultural employment in rural areas. It is established that these measures are aimed at ensuring economic “green” growth with simultaneous balancing between improving the quality of society and the ecological state of the area, bringing the process of “greening” the post-war restoration to the key dominant of strategizing a new paradigm of economic development. Also, these recommendations will contribute not only to sustainable economic development and conservation of natural resources, but also ensure compliance with the European integration vector of State Development chosen by the Ukrainian people. An important part of this strategy is the involvement of civil society institutions and representatives of local self-government bodies (with an emphasis on de-occupied and frontline territories) in the development of a favorable legislative environment, its parity with the European Green Strategy. The conclusions of the article open up new opportunities for the practical implementation of “green” initiatives in the process of developing and implementing the Marshall’s “Green” Plan for Ukraine.
