POST-WAR RECOVERY OF UKRAINE'S ECONOMY

Recovery Plan of Ukraine: components and implementation mechanisms


It is noted that the formation of programs for the post-war development of Ukraine requires solving a number of problems, both in theoretical and practical areas. The issue of defining conceptual approaches to the development and implementation of the Recovery Plan of Ukraine, as well as making changes to their composition taking into account countering the aggressor and preparing for the adoption of the country's development model after the end of the war, is becoming important. Conceptual approaches to the development and implementation of the Recovery Plan of Ukraine, its purpose, goals and stages, as well as the creation of an institutional structure for the implementation of mechanisms for its implementation, are defined. The analysis of the Recovery Plan of Ukraine, its development, as well as preparation for implementation in the practice of public administration was carried out. Development of proposals and recommendations for making changes to the definition of the Plan's purpose, its goals and implementation stages. The questions regarding the formation of an institutional structure to ensure the implementation of the Plan in practice, the involvement of a circle of participants in its development and preparation, the implementation of the functions of state administration bodies for the purpose of development and implementation of the plan, as well as the formation of international support for the preparation and implementation of the Plan have been revealed. The functions of state administration bodies, the private sector of the economy and international institutions in the formation and implementation of the Plan are defined. Issues related to the provision of international assistance for the preparation and implementation of the Plan by foreign partners are highlighted.
